The driller numbered each steel cage so it corresponded with each hole because all of the steel cages were different lengths. The different lengths were required to set up the deep and shallow areas of the pool to the correct finish depth. The cages needed to be guided in an exact way. The steel dowels tie in and it must all correspond with the structural design. There is nothing arbitrary.
